You can use a stop action. Generally you would want it on the frame.
Doubleclick the frame and a dialogue box will come up that offers "label",
"action", etc. Choose action, add a stop, and it's generally a good idea to
use a frame label as well. Maybe label it "pause". Then choose a means that
is appropriate for what you are doing (I can't tell from this brief
question) to tell it to go on when you're ready. For example, you might put
an "if frame is loaded" "go to next frame" action, or a button that uses
"tell target" with the label "pause" being the target and "go to next
frame". etc.
