The best solution I've seen for this is from Jason Krogh's site:

He has an example called "distance" that can determine angles of lines, and also set the property of a line (in a movie clip) to fit between these points.

I would highly recommend you check it out, and download the source file (!) - Jason gives out his FLAs for this and many other cool uses of ActionScript.
