FLASH: Frame Rates

Can someone give a quick class on framerate settings and how it affects the

size/speed/smoothness of the final output?  I've been told different

things... that 14 (or so) is a good rate for the web... and that 30 is a

good rate for the web... Any light on the subject would be appreciated...
