Just a thought:

Use 3DMax, make your mouth animation using a plug-in, save your animation,
export it as shockwave using another plug-in, import it Flash ready to edit!

For exemple:
3DMax --> Ventriloquist --> Illustrate! --> Flash
or
3DMax --> Ventriloquist --> Swift3D --> Flash
