I know this, but the person who asked the question only had 2 frames in
their movie. Sorry if my answer was a bit misleading, but I wasn't gonna
write all the possible ways it could be done.
I think your answer could also be a bit misleading. For example a clip could
be loaded, but the frames in its layer might not extend to the point in the
movie you might want to target it in. Also, you might insert a blank
keyframe to stop a clip playing on a layer (something I did all the time
when I first started using flash). Is Joe Newbie gonna be ripping his hair
out wondering why he can't target a clip even though it had been loaded in
an earlier frame?

Yes and no. The targeted MC doesn't have to be in the same frame, it just
has to
be loaded already, so it can be in the same frame or any earlier frame.
