Flash Generator does this. It is a server side application that works
with Flash. It has built in functions for various graphs and charts. You
can display information dynamically from databases, text files, cgi or
asp inputs. This allows separating the design in Flash from the content
provided in text format.
Output from Generator is not limited to Flash swf files but can also be
gif or jpegs using the same basic graphics and database.

You can do this also do this with FS Command (JavaScript) but design and
implementation would generally take longer.
