That program would be called Macromedia Generator. You can find out more
about it at the Macromedia site.

If you want to see a good example of it in action check out
http://www.etrade.com

Generator can tie into a lot a popular database formats and create gif's,
jpg's, and swf's on the fly. But it also VERY expensive.
