What you do is make a MC(lets call it "control") that has 3 frames
1- first frame is off and has a stop action
2- second frame has a frame action that says telltarget
"scrollingbackground" goto next/previous frame
3 - third frame says goto frame 2 and play

See how this continues the scroll?

then you have an invisable button that says
on rollover, telltarget "control" goto and play frame 2
on rollout, telltarget "control" goto 1 and stop
