Howdy Jeremy... from what I see, the Flash standalone player immediately
went to r28. The Shockwave downloads need to have their installers changed
to include the new version... right now if they download Shockwave they get
r25.

(Rephrased, the standalone is faster to implement than the nested installer
set.)

If you link to the Flash Players directly you should get what you want, or
if you go to the full Shockwave/Flash page then the "Need a different web
player?" link brings you to the r28 Flash standalone installer too.

Summary: The Flash r28 players are up, but the Shockwave installers need to
be reworked to include the r25 Flash players.

Sidenote: Aside from the nested installers, historically much of the labor
has been in the various localized versions across platforms and server
sets.
