No, it's the percentage of consumers polled by Media Metrix who could use
SWF2 content, SWF3 content, and SWF4 content respectively.

For instance, at the tail end of 1999, 52% of European consumers could view
SWF4 content (implying the Flash 4 Player), while 80% could view SWF3
content (implying the Players were version 3 or 4), while 88% could view
SWF2 content (implying Flash 2 Player or greater).

This is also a handy way of indirectly measuring how many consumers have a
specific Player... because 88% could view SWF2 but only 80% could view
SWF3, this implies that 8% have the Flash 2 Player installed.
