No, sorry to say, it's more complex than that. If the user is running
800x600 and the image occupies the full vertical height of the Flash movie,
then yes, you're right. But if the user is running 1024, for instance, then
the image is going to be stretched bigger than it was designed at. You will
need to use FS Command Scale=false so that the movie plays at 100%. This
way it won't get stretched. The basic principle is, however many pixels
high and wide the image was when it was created, that's how many pixels you
want it to occupy on the user's screen. Scaling smaller is less of a
problem than scaling larger, but keeping everything at 100% gives best
results. 100% means each pixel in the image is displayed by one pixel on
the screen.

Hope this helps. It can be hard to get at first.
