The only way to loop smoothly is by setting the loop number. making the
timeline loop and restarting the sound will not give a smooth transition.

The sound should not be doubling up unless the timeline is looped to the
frame where the sound begins. If you loop the timeline, loop it to a frame
after the sound begins, and you won't have that problem.
You can stop sounds from starting on top of themselves by setting "sync" to
"Start." This way it won't begin again if it's already playing. But you
shouldn't have to mess with this at all.
Putting the sound in a movie clip also makes it immune to the main
timeline, as long as the timeline doesn't loop back to the keyframe where
the movie clip was placed (which would cause the movie clip to be reset).
