Is there any way you could put the invisible button in, and still have the
buttons on the lower level perform the movie clips in the over state--but
just not be "clickable?"

One way is to make a stage-size invisible button in the higher level movie.
This will prevent lower buttons from registering. It will also, however,
give the "hand" cursor wherever the mouse pointer goes.
