Do you have an url to check.
Perhaps it's in your cache ?
I've many problem with IE but it works for me (you can try a work in
progress at http://netland.fr/pezenas/accueil.htm)
By another way, in the main frame (i use the same frameset as you), i have a
page with an animation where buttons are supposed to open a _blank new
window. It works with NS but not with MY IE (i'm not sure of it's integrity)
