Probably the easiest way and most efficient would be to create it in
a 3d package, make the water fully transparent, and render it out as
a series of images. Those could be imported into Flash and made into
a movie clip.

It could be done as vector artwork, but I think the artwork would be complex.

Depending on what 3d program you use, this is accomplished in a
different ways. I know Strata StudioPro comes with a fully textured
earth model with the program and I imagine others do to. There are
also websites with free models on the internet.

What 3d package (if any) do you have access to?
