There is a program called Lightscape http://www.lightscape.com/ that might
be able to help you with the texturing and layout. As far as vectors and
small file sizes go, well, I believe you are out of luck. You might be able
to export as a bitmap sequence and import that into Flash but in all
likelihood you would still end up with a huge file size.
