That's still a live MacOS issue, and it effects several apps. I don't
recall what causes it to come up on some machines and how to make it revert
back to normal behavior, but I do know that this Macromedia Flash Technote
summarizes the info, and can be found with keywords "mac AND drag":

"Library items can't be dragged to the stage on Mac"

I'd recommend keeping up on the Mac resource sites, though, because
MacFixIt and MacInTouch uncovered this issue first, and if there's updated
info on the best way to address it then the specialists would have the
first word.
