I guess you know that you can do all this with macromedia generator if can
spare the $ needed. But of course there are cheaper solutions:

It is quite easy to dynamically generate *.swf files from jpg's using swift
generator. this could be even done on-the-fly as it does not require much
cpu time. you just need some server side scripting to do this.

I think the streaming mp3 thing is more difficult. perhaps some day someone
will modify the icecast (www.icecast.org) server in a way that it can
output streaming swf files..
