At the risk of sounding goofy... why don't you just use something else? Like
jpeg or bmp? What could you be doing that you have to save it as a psp file
rather than a jpg? Their quality is pretty much the same as far as I can
tell and I have been using psp since version 3. The only time I ever had to
use a psp file was if I was working on something in psp for a long time
before I finally saved it as a different file extension. I have never had a
problem with image quality, and I work with photos a lot.

As for Iberick:

if psp doesn't give you any good output: here's a nasty but workable
workaround.

Make your graphics in psp, screenshot them, open up flash, new movie > crop
the screenshot and use it.
You might want to check download.com or so for a nice & easy graphics
handler, one that can change your existing psp into something more usable.
