if you are using flash 4 i think you can 

write a frame script in your preloader

as follows:


If(GetProperty("_levelx/MC",_framesloaded")

and

If(GetProperty("_levely/MC",_framesloaded")

Go to and Play a

else

Go to and Play b

End
