FLASH: question: high quality

Can someone tell me why the High Quality mode works automatically in my

.exe and .swf versions of my flash files, but it does not work when I

view the .swf file in my browser (netscape 4.0)?  Maybe I'm missing

something...?  


I tried using the "Toggle High Quality" Action in the first frame of my

production, but I'm not sure if it's being used correctly.  Does anyone

know where I can find out how to use this action?
