No-one ever knows the 'exact' criteria really. Search engines are quite secretive about their algorythms, they sometimes say they rank one way...then do it completely the opposite. It's basically to stop people from being able to spam them, even worse than they do already.
We are also quite secretive about the way we rank pages, for that reason.

A good place to find out a lot about how search engines rank sites is http://www.searchenginewatch.com
The site is run by Danny Sulivan, who has provided a lot of very good information on features of the search engines.
