Depends how interesting the site is (how sticky; how viral) and how long
you want to wait. And what your target demographic is.

It also depends whether this is for the "site promotion" section of the
business plan with which you plan to raise countless millions, or if
you are actually spending your own real money.

But as a REALLY broad generalisation, I would say 1/4 million if you want
to go really fast and the site is fairly generic; much less if you go
slowly and/or your site is REALLY interesting.

Easiest method of getting a huge amount of traffic quickly that I know of
is get NMA's top 100 sites list, pick the 20 or so highest volume sites,
call each of them up and offer a few tens of thousands a month as a
tenancy fee for a zoomy button on their highest-volume pages. But make
sure it is a very interesting button and don't be offended if they ask
for payment in advance :-)

But, traffic isn't everything. Users come and users go very quickly, but
brand equity takes time to build.
