Has anyone had experience with any of the following small-mid size
content/website management solutions, and does anyone have any
recommendations for sub £15K solutions.

- Reddot http://www.infooffice.com
- Web 500 http://www.web500.com/

General requirements include - template driven and object orientated
approach, support for non technical authors, link checking and expiry,
possibly media management (images audio), scalability etc etc.
