Italy has actually just changed this, so long as you have a company
somewhere in the EU, open season on all those XXX.it names

This doesn't really answer your question, but I found out once that if
you want to register a domain in Italy (one of the best - .it) you need
to have a company registered in Italy - I was told that they were very
strict about it, but you know the pace at which things change in our
realm...
