I believe you need a level zero movie.

Why not make a two frame loader movie in level zero.

Frame one will load another Movie(s) with all your initial content on

say level 50. Frame two of the Level Zero move would be an Blank Park

Keyframe with a stop action. This will probably solve your problem but

this scheme should normally be planned at the beginning of a project to

prevent changing Tell Target target names.

Otherwise, just park it and forget about it.
