Scott,

Frame rate setting does not impact on file size. What happens is that
the player will read the frame rate value from the swf file and will use
this value to calculate how long each frame should be displayed.
There is as you say a sort of balancing act when determining frame rate
that has to do more with processor capabilities than bandwidth. A high
frame rate movie with many or large 'change' areas will demand more from
the cpu than the same movie with a lower frame rate. So just saying use
x fps is not quite right.
My rule is to use the lowest frame rate possible as measured on what
represents an average target computer. So if your average target is a
150 i586 hen use that type of computer to test your movie.
