It is separate... if you go to the download center you'll see that 4.0r28
is what most people currently get:

Thanks for the chance to make my earnest plea again here, though.... ;-)

There's currently a beta build of the Macromedia Flash 5 Player publicly
available, and we'd greatly appreciate your help in testing it. The goal is
to have the new player render existing sites exactly the same, and although
in-house engineering and external beta-testing is going well, we still need
to turn up any discrepancies NOW.

(Once the Player is approved for general release, then the public will have
it! Any subsequent changes would require they re-install. That's why we
want the Player to be identical before the public gets it!)
