For straight lines:
Make a really small line in frame one. In say frame 10 make a keyframe and
stretch your line out to wherever you want to trail it to. Go back to
frame one, double click and select tween>shape. That does the trick.
Unfortunately if you want to "trail" a dotted line while the line is
animated it turns into a solid line until it stops then switches back to
dots again.
You can use motion paths for the pulse if you draw the line on a motion
path layer but it's not absolutely necessary.
For curvy lines I have no idea other than drawing a bit for each frame
which doesn't seem too cool... Maybe "trails" would be a nice addition to F4.
