If using Flash 4 check out the Preloader Plug and Play. It uses one
frame and is an easy way to add precontent.

If exporting to Flash 3 then you need at least 2 frames at the beginning
for the preloader loop (If Frame is Loaded). Move everything one or two
frames to the right and add your preloader.

As Marc sais a movie clip needs to fully load before it will play so it
is actually a preloader of sorts by itself since anything placed in the
previous frame will display and wait until everything it the next frame
is loaded.
Sometimes it is better to have the first section content on the main
timeline to improve streaming but this is very much a site by site type
of call since there would be many factors to consider.
