Movie Clips don't work well with Scenes.
Your best solution should be putting the Preloader at the beginning of
the same Scene. This would mean adding a frame at the beginning and
moving all the frames to the right. However, this could be a nightmare
if you haven't used Labels.

Are you using my new Flash 4 plug and play Preloader?
If so you may be able to squeeze it in without moving frames (it only
needs 1 frame).

If these don't help you might want to make the FLA available to be
analyzed to help you solve your problem.
