Since no one has mentioned it yet, there is always the option of exporting
your Flash for playback in the Java version of the Flash player which only
requires that the user have Java turned on (which it may NOT be for the same
reasons that the Flash plug-in isn't allowed, but it's worth investigating).

I haven't done much with this however, so I don't know what kind of
performance you can expect.
