One idea is to make the navigational choices appear only as each one has
its associated sound loaded, or to have two instances of each button -- one
that triggers the sound, the other that has no sound -- so that the sound
isn't called until it's loaded.

BTW, you should set the rollover sounds to "start" rather than event, so
they don't pile up with rapid repeat rollovers. Better yet, include a "stop
all sounds" first, then start the sound you want.

I think your sound quality may be higher than necessary. More crunching
would help reduce load time (obviously!).
