The answer to the first question lies herein:

The latter - you should check out www.moreover.com - they provide free data feeds for news and such. It may or may not work for you, due to:

a) Dunno if it's formatted for Flash
b) Dunno if they have weather stats
c) Accessing a data source on a different domain would be tricky (workarounds exist).
