Create a small movie clip with a blank, stopped first frame and an invisible
button that covers the size of one grid square on the stage. Give the button
the rollover action "play." In the following frames of the movie clip, create a
small red dot that expands to the size of the button (whose hit area should be
square) and then shrinks, disappears, and returns to frame one, where the movie
clip stops. Blanket the stage with this movie clip, by snapping copies to the
grid (using group, copy, and paste will speed up the process of creating
several hundred instances of the movie clip).

Navigation buttons should be placed in a higher layer so they'll receive mouse
events.
