As you've probably read by now, the current status is that the 1.0 spec is
past the working-draft stage, and into candidate recommendation, later to
be followed by the proposed recommendation stage until it becomes a 1.0
recommendation. Adobe offers some 2.5M plugins for the March version of the
working drafts, and e-groups has a mailing list for people interested in
this area.

I'd be particularly interested in the project and what you're trying to
do... folks here in the shop are monitoring this file format and how
designers may try to use it to solve problems. If there's some task that
you see this addressing, it would be great to learn more, thanks!
