I think it's your underscores -- they're treated as a flag for the four
reserved targets _blank, _top, _self, and _parent. Other
underscore-preceded names will be ignored by compliant (sorry Netscape)
browsers. See O'Reilly's "HTML The Definitive Guide", page 422.

If you change your target names you should have much better success.
