Have you set Dither to Diffusion in the Publish Settings?

If that's not good enough for you, try publishing at maximum number of colors
(never *minimize* a gif in Flash because you have no or at least *very little*
control over the process -- do it in Fireworks). Web Safe 216 should be a fine
setting if you only use Flash's standard palette of colors (which is, by the
way, "Web Safe 216", by sheer coincidence)). Take the gif animation into
Fireworks. Selectively tweak (preview window) to get the best balance between
appearance and size.

BTW, by "limited animation" do you mean that, *first time through only*, the
animation is jerky? This is to be expected with any large animated gif files ...
DL (download) time is the factor. Do you really need to have so many colors in
your banner ad? Many banner ads purposefully limit the number of colors in order
to hasten DL time. So tell us, how big is your animated gif?
