What about being able to work with as many frames as you want in the Frame Properties Dialog.  Double click on a frame and say for instance you want a shape tween but you also want to do the same to another frame in the next layer.  At the moment, you have to shut down the Frame Properties and reopen it again. (Don't you)  It would be very handy as a floating pallet, no?
