Sounds like:

Systems with QuickTime 4 or better can display Flash tracks. By importing a
QT into Flash 4 you can add interactive vector layers above the video.
Re-export as QuickTime and you've put a vector controller inside the video
file.
(Remember, though, that the very small, standalone, and platform-neutral
Flash Player does not play QuickTime files itself.)
