In Dreamweaver click on Modify>Page Properties>Click on box next to
background colors and move the dropper to the color on the bitmap you want
to set as your background color and click. Dreamweaver will set the hex
value for you to match that color.

Take a hex value, for example: #ac16de

ac = red value (first two letters or numbers)
16 = green value (letters or numbers 3 and 4)
de = blue value (letters or numbers 5 and 6)

Take each hex values and convert them into decimal numbers.
For example: ac = a*16+c*1 = 10*16+12 = 160+12 = 172 -> R 172
16 = 1*16+6*1 = 16+6 = 22 ->G 22
de = d*16+e*1 = 13*16+14 = 208 + 14 = 222 -> B 222
Obviously , a in hex = 10, b=11, c=12, d=13, e=14 and f=15.

If you're in Windows and have a calculator, turn it to scientific mode,
write down the hex pairs and convert them into decimal numbers. But if I my
memory serves me right you're on Mac, and Mac is something I know almost
nothing about ;-)
