L'Oreal's map

I would like to make a sort of map that users can sort of navigate over

and then see a list of dealers for individual states. The problem is that

the states on the east coast are teeny. I like the world class salons map

on the L'Oreal site. Does anyone

know if there are any tutorials that teach you how to drag one movie clip

and proportionally control another?
