Make your animation in the movie clip. In the first frame have a Stop
action. On a new layer there, trace the shape of the cat and fill it in
solid. Erase the trace line. Select the fill and make it a button (F8).
Edit the button to make it invisible, but having the cat shape appear only
in the Hit frame. Put the meow sound in the button's Over frame. Go back to
editing the movie clip. Double click the cat button (which will appear pale
blue, because it's invisible) and give it the action Play. That should do it.
