"Actionscript" is not always the answer to every question. :-)

Just create a movie clip with your numbers, all the same size. (Hint ... if you
do this process in FreeHand, when you import your swf, FreeHand/Flash will
automatically create the exact 10 symbols you need without any further effort.)
Put an instance on the stage at frame 1. Use transform to make the clip the size
you want it to be. Make the frame where you want your countdown to finish into a
keyframe, and assign a motion tween to the space between. Use transform again to
size the instance appropriately (smaller).
