Unlock the layers you wish to move. Lock all others (or else!). Select edit
multiple frames. Also select onion skin; start with "onion skin 5 and drag
the onion skin markers -- little triangles in the timeline -- until you've
surrounded just the frames you wish to move. Then choose Edit->Select All
to select all elements within the onion skin markers and within the
unlocked layers. Click and drag or use your arrow keys or use object
inspector to move them all to a new location.

I suggest you back up your movie before doing this the first few times.
