The various forms of Macromedia Generator can help in this.

-- You don't need the full-scale, real-time, high-volume Enterprise
Edition (at $30K)... that isn't necessary at all.

-- You don't even need the light-serving of the Developer Edition (various
bargain bundles are available when you buy Flash)

-- You could use the Developer Edition in "offline mode" to construct many
SWFs with varying data, all at a single command.

-- Or you could just use the basic Macromedia Flash authoring package and
the free Generator Objects, *without* any type of server, to create
data-driven files one by one. (Just replace your data source and publish...
the new data will be automatically integrated into the correct places.)
