create two buttons, one when the button is up, one when the button is down.
Make a new Movie Clip and put the 'up' button on frame one with a stop
command, and the 'down' button on frame two. When you press the 'up' button
go to frame two where the 'down' button is sitting. Hope that's what you
mean

I am trying to make a button that when clicked stays in its "hit" state .
I am using it to answer questions, when rollover, an arrow appears and when
clicked the arrow has to stay showing the person taking this test which
answer they have chosen...
