FLASH: Flash in Layers

[Bill]

I have a Flash movie of a guy running around in the woods. The woods 

are a realistic looking bitmap 600x400 in a layer z=1. I want to but 

the Guy into a layer over the pitmap but Dreamweaver will not let me 

do it. How do I get the Flash movie in its own layer so I can 

position it over the bitmap?
