Try adding the MIME type within the <embed> tag.

For example:

<TYPE="application/x-shockwave-flash">


It's also a good idea to add the 

<PLUGINSPAGE="http://www.macromedia.com/shockwave/download/index.cgi?P1_Prod

_Version=ShockwaveFlash"> within the <embed> tag.


Also, you can download the Aftershock utility that will write all of 

this code for you. You can download it from the Macromedia site.
