Frame Loaded is not the same as frame executed or played. Flash just keeps
loading the frames of a movie until the entire movie is loaded. It doesn't
display the contents of that frame or execute actions in that frame until
the frame plays. It's like asking "has the mail arrived yet?" If the mail
has arrived, it means it's ready to be opened and read, not that it has
been opened and read.
